The Prime Minister of the Republic of Kazakhstan Olzhas Bektenov, answering the questions of deputies at the joint session of the chambers of the Parliament, told about the measures to achieve economic growth at the level of 6%.
According to him, despite the difficult geopolitical situation and the current situation in the main trading partners, the Government will make every effort to achieve the task set by the Head of State to ensure economic growth.
To date, good growth rates of 8 per cent have been demonstrated by the construction, transport and communications sectors. Against the background of large-scale floods, a certain decline was noted in trade. However, today the growth dynamics in this sphere is actively recovering.
In general, the Government singles out construction, infrastructure, processing and agro-industrial complex as key points of economic growth. These sectors will be given priority support.
The Government is actively involving the resources and funds of Samruk-Kazyna and Baiterek holdings, the domestic capital market, foreign direct investment and private capital in financing priority projects for the economy. Baiterek plans to finance projects worth more than 3 trillion tenge this year, and Samruk-Kazyna will finance projects worth more than 700 billion tenge.
Specific measures:
– at least 18 million square metres of housing is planned to be commissioned in construction;
– new preferential mortgage programmes of Otbasy Bank - Otau and Nauryz - have been launched. Applications from 64,000 people have already been accepted under these programmes;
– an additional 272 billion tenge has been allocated for the construction of rental housing;
– construction, reconstruction and repair of more than 12 thousand kilometres of motorways are planned - these are record figures;
– the necessary infrastructure will be provided to the territories of 13 special economic and industrial zones, as well as small industrial zones;
– 87 additional settlements are planned to be gasified by laying new gas networks;
– construction of gas processing plants is underway;
– to support domestic producers, the list of exemptions from the national regime has been expanded four times. At the beginning of the year it consisted of about 1 thousand goods. Now it includes more than 4 thousand items;
– Financing of the agro-industrial complex has been increased fourfold;
– 100 billion tenge has been allocated for the renewal of agricultural machinery under the new leasing programme.
