Olzhas Bektenov inspects development of pharmaceutical industry and modernisation of healthcare facilities in Zhambyl region

As part of a working trip to Zhambyl region, Prime Minister of Kazakhstan Olzhas Bektenov visited a medical outpatient clinic in the village of Shaikoryk, built under the National Project "Modernisation of Rural Health Care", and familiarised himself with the activities of the Super-pharm plant for the production of medical devices in the village of Aisha-bibi near the regional centre. 

Head of the Government was informed that 26 health care facilities are under construction in the region, 20 of which are being built within the framework of the National Project, including doctor's outpatient clinics, medical and feldsher-acupuncture centres. The depreciation of medical facilities in the region will be reduced from 40.3 per cent to 36.5 per cent. In addition, 4.5 billion tenge has been allocated to purchase 125 units of medical equipment and 30 ambulances. 

In the village of Shaikoryk, the population has reached almost 6,000 people. Medical services were provided in an old building, and local residents had to travel 25 km to the district centre for diagnostics and tests, which was inconvenient.

The opening of the new outpatient clinic is the implementation of the direct instruction of the Head of State on the development of medical infrastructure in rural areas and provision of quality medical care within walking distance. The new building has a laboratory, ultrasound, ECG and other devices, it is possible to get an appointment with specialised specialists.

Also a mobile medical complex was presented, transferred to the district outpatient clinic, designed to provide residents of remote communities with a wide range of quality medical services.

A total of 655 facilities will be built across the country under the National Project "Modernisation of Rural Health Care". The share of coverage of rural settlements with new buildings of medical centres has increased 2 times compared to last year. Prime Minister noted the need to expand the number of new facilities, and also pointed to the problem of staff shortage.

"The Head of State has instructed to ensure the construction and modernisation of rural health care facilities. Hospitals and polyclinics should meet all modern standards of quality and comfort. At the same time, infrastructure alone is not enough. It is necessary to constantly improve human resources. Therefore, before launching new medical centres, in addition to technical equipment, the akimat should pay attention and engage in attracting qualified specialists, create appropriate conditions for them," Olzhas Bektenov said.

Head of the Government instructed the Akimat together with the Ministry of Health to ensure timely and quality completion of construction of all medical facilities under the national plan in the region by the end of the year, as well as with the Ministry of Science and Higher Education to strengthen mechanisms for attracting doctors and medical workers. 

Head of the Health Department Zhanar Ospanova reported that 234 young specialists have arrived in the region since 2022, 2.5 thousand doctors will soon undergo training to improve their skills.

Zhambyl region is carrying out comprehensive work on the development of the pharmaceutical industry. Disposable medical devices, systems for transfusion of infusion solutions, blood and blood substitutes, containers for collection of biological fluids, etc. are produced here. The Super-Pharm plant plans to provide domestic medical institutions with nonwoven products, leukoplastyki, alcohol wipes, disposable injection syringes in the amount of 300 million units per year. The technological process has a complete cycle - from raw materials to finished products. 

"The domestic industry should produce high-quality drugs and highly competitive medical devices, update the bank of manufactured products taking into account the needs among the population. It is very important for the health care system of the country that such enterprises work stably," Prime Minister said.
