Satkaliyev: repair works at energy companies should be completed by September

During the Government session under the chairmanship of Prime Minister of RK Olzhas Bektenov the issue of preparation for the upcoming heating season was considered. The Minister of Energy of the Republic of Kazakhstan Almasadam Satkaliev made a report on the readiness of energy enterprises of the country for winter.

As the Minister noted, in accordance with the approved by the system operator schedule of repair work at power plants in 2024 scheduled overhauls of 10 power units, 55 boilers and 45 turbines. 

"At various stages, repairs are underway at 3 power units, 32 boilers and 16 turbines. Work has been completed on 1 power unit, 6 boilers and 9 turbines," Satkaliyev said.  

According to him, in 2024 on the power grids it is planned to overhaul power lines with a total length of about 20.8 thousand kilometres, 423 units of high-voltage substations. 4.1 thousand kilometres of transmission lines and 227 substations, 909 distribution points and transformer substations were repaired.

Non-compliance with the timing of the start of repairs of major equipment is noted at power stations in Zhambyl, Karaganda and Pavlodar regions. The Minister also noted that the Ministry has identified energy enterprises, to prepare for the heating period, which will pay extra attention. Among them are Ridder CHPP, Ekibastuz CHPP and CHPP-2 Temirtau, power plants MAEK LLP, Zhezkazgan, Kentau and Stepnogorsk CHPP.

  • At Ridder CHPP, it is necessary to accelerate the start of repair of boiler No. 5, which has not yet been started. It is important to complete the replacement of the circulation water line, repair of turbine No. 4 and cleaning of the ash dump within the planned timeframe. 
  • At Ekibastuz CHPP, the start of repair work has been postponed from May to the third decade of June. It is necessary to ensure completion of the planned works of 4 hot-water boilers by September this year.
  • In Temirtau at CHPP-2 of JSC "Qarmet" the start of repair of boiler No.1 was postponed for 2 months, from June to August. The scope of work is planned to be reduced. On the construction of a new boiler No.7 it is necessary to accelerate the work.
  • At Zhezkazgan CHPP it is necessary to accelerate the repair of boiler No.5 until September to ensure proper reserve.
  • Due to the postponement of some repairs from 2023 to 2024 at the power plants of MAEK LLP, it is necessary to accelerate the implementation of all planned repairs of power equipment. 
  • At Kentau CHPP the repair of boiler No. 5 has not started. Reconstruction of boilers No. 8, 11 is behind schedule, and reconstruction of boilers No. 7 and No. 12 has just begun. 
  • At Stepnogorskaya CHPP there were postponements of repair works to a later date.

"An important problematic issue is a significant amount of accounts payable by energy producing organisations for fuel. Today the debt to KazTransGas-Aymak JSC is 24 billion 695 million tenge. Before LLP "Bogatyr-Komir" in the amount of 6 billion 029 million tenge," Satkaliyev said.

As the Minister noted, energy companies need to accelerate the repayment of debts. In addition, for successful preparation for the upcoming autumn-winter period of 2024 - 2025, it is necessary:

  1. Ensure that repair works are carried out in the required volume and within the agreed timeframe;
  2. prevent reduction of the planned scope of repair works, including for buildings and facilities;
  3. create a standardised stock of fuel and spare parts at power sources.

"The Ministry of Energy together with the central and local executive bodies will continue to work to monitor the progress of preparation for the heating season in the regions," Satkaliyev said at the end of the report.
